Speak loudly, carry a big stick - and use it! Take Israel. The paradox there, where our friends have chosen a big-stick man of the past as their leader, is that our policy seems to have evolved into giving Ariel Sharon more money and unquestioning support in the hope that he will moderate his policies in what he sees as an eternal war on terror. The more he gets, the tougher he gets. The more he does things we don't like, the more we give him.
