Intelligence document on Iraq altered
- In the wake of 9/11, when the current administration revealed in 2002 its intent to invade Iraq, it requested intelligence on:
Iraq’s WMD and nuclear weapons capabilities
Iraq’s suspected ties to Al-Qaeda
- The CIA provided the White House its National Intelligence Estimate (NIE) Key Judgements on Iraq’s Continuing Program for Weapons of Mass Destruction, its definitive judgments on these said issues.
- The White House presented its White Paper containing parts of the NIE to Congress. This White Paper had extreme significance because it was the authoritative assessment of Iraqi threat on which Congress is to based its vote to go to war or not.
- In the White Paper, words and sentences had been added, altered, or omitted from the original NIE. For example, opinion qualifiers like “we judge”, and “probably” that were used in the NIE were removed to make the statement unequivocal. Dissenting views of the US Air Force, and of other departments within the CIA were omitted. The opposing views came from their assessment that many of the government’s intelligence sources were unreliable. The following are examples of sentences in the NIE that are not found in the White Paper:
“We lack specific information on many key aspects of Iraq’s WMD program.” (p.5)
“He probably would use CBW (chem/bio weapons)when he perceived he irretrievably had lost control of the military and security situation, but we are unlikely to know when Saddam reaches that point.” (p.8)
“Finally, the claims of Iraqi pursuit of natural uranium in Africa are, in INR's assessment, highly dubious.” (p.84) (INR = Bureau of Intelligence and Research)
- Congress voted in favor of war without knowledge of the complete contents of the NIE.More discrepancies pointed out by Carnegie Endowment for International Peace:
